2022 and 2023 Men’s and Women’s Soccer Rules Changes
The following rules changes were approved by the NCAA Men’s and Women’s Soccer Rules Committee and the Playing Rules Oversight Panel. All rules changes are effective with the 2022 season unless noted otherwise.
Pre-Game Protocols
For all games, communicate at least 48 hours prior to the game with all crew members. Continue reading for specific pre-game protocols for NCAA Division I, NCAA Division II and III/NAIA, and Community College/JC.
Rules for Community Colleges
CCCAA playing rules for soccer regular conference games. These rules apply to all Junior College matches. (Do Not Use NCAA Playing Rules.)
4.2.9 SOCCER A. All conference competition contests shall be played under current Federation Internationale de Football Association (FIFA) Laws with select modifications.
Game Request Policy
Requests to officiate open games must be emailed to assigning@wcisoa.org. We will no longer take game requests through the WCISOA Game Officials system. Open game requests can be made no more than 10 days out from the date of the assignment being requested. This 10 day window will be waived for any Golden Valley Conference matches.
Kari Seitz inducted into NISOA Hall of Fame
The 4x Olympic Referee, 4x World Cup Referee, 5x College Post Season Referee, former NISOA National Referee, and long time WCISOA member Kari Seitz was recently inducted into the NISOA Hall of Fame.
Congratulations to Kari on all of your accomplishments! We are grateful to have you as part of our WCISOA family!

2020-2021 NCAA rule changes
2020 and 2021 Major Rules Changes for Men’s and Women’s Soccer The following rules changes were approved by the NCAA Men’s and Women’s Soccer Rules Committee and the Playing Rules Oversight Panel. They will be incorporated into the rules book for the 2020 and 2021 seasons.
