at the back of the book on page 97.&lt;br /&gt;
&lt;br /&gt;
Read the Guidelines, basically a 30 minute period of no lightning is required before the match is resumed.  This applies to all levels of NCAA play.&lt;br /&gt;
&lt;br /&gt;
These are similar to USSF Guidelines which apply to Junior College matches.  Err on the side of safety.&lt;br /&gt;

CCCAA playing rules for soccer regular conference games.&lt;br /&gt;
&lt;br /&gt;
4.2.8 SOCCER &lt;br /&gt;
A. All conference competition contests shall be played under current Federation Internationale de Football Association (FIFA) laws with the following modifications:&lt;br /&gt;
 &lt;br /&gt;
1. Unlimited substitutions are permitted and shall be made only during the following: kickoffs, goal kicks, your own throw-ins, your own corner kicks, cautions (yellow cards), injuries, or any time the other team substitutes. &lt;br /&gt;
2. An unlimited number of players are permitted on the team roster. For soccer, all disqualifications (including those not covered under Bylaw 4) are subject to a one (1)-game suspension. &lt;br /&gt;
3. Fields must be a minimum width of 70 yards and a minimum length of 110 yards for postconference competition. Maximum dimensions of the soccer field are 80 yards by 120 yards. &lt;br /&gt;
4. A game shall include two (2) 45-minute halves. &lt;br /&gt;
5 Once an official halts play due to an injury, the attending medical personnel will assume authority regarding the disposition of the injured player. &lt;br /&gt;
6. Referees shall show yellow and red cards issued to coaches for misconduct.&lt;br /&gt;
7. The center official is required to notify both coaches as to the amount of stoppage time added for both halves. &lt;br /&gt;
&lt;br /&gt;
There is &lt;b&gt;No&lt;/b&gt; &lt;b&gt;Overtime&lt;/b&gt; for regular season games.</description>

Referee having problems being able to take the NCAA Rules refresher test after you have gone through the registration process, please call the support line for assistance. The support number for ArbiterSports is 801-576-9436.&lt;br /&gt;

The deadline for taking the test has been extended to September 6, 2011.&lt;br /&gt;

COA Rules for ties are straight FIFA, here is the quote from the handbook;&lt;br /&gt;
&lt;br /&gt;
&quot;All games that end in a tie shall use the procedures as follows:&lt;br /&gt;
A. In case of a tie after 90 minutes of play, two (2) extra periods of 15 minutes shall be played.&lt;br /&gt;
B. If a tie persists after playing two (2) extra periods of 15 minutes, kicks shall be taken from the penalty mark according to F.I.F.A. instructions to the National Associations and Continental Federations described in F.I.F.A. Laws of the Game and Universal Guide for Referees (page 45).&lt;br /&gt;
C. It is the responsibility of the referee to monitor such procedures with the help of the assistant referees.&lt;br /&gt;
D. There will be no golden goal.&quot;</description>

<item><title>Regional Assignments</title>

<description>Regional Assignments - Visiting referees will again officiate the conference games for the seven Northern California Division 1 schools.  &lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;The visiting referee will have access to the names of the Assistant Referees and will contact the one nearest the airport and the game to obtain a ride.  These A.R.'s may be assigned based on their proximity to the airport and game site to minimize any inconvenience. &lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;It is not a requirement that AR's use their time to find, pick up, and deliver a visiting official.  If possible, they should do so.  The important issue is that the visiting referee be at the game site in a timely manner.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;Suggestion- go to the web site or school site and find the actual address to the school. Supply the incoming official of the actual address and the phone number of a service like Super Shuttle, which they can use when they arrive.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;Visiting Regional referees will not file a Match Report for the match, after completion of the match, the AR's must do so.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;If you want to contact the Regional official directly, you must get the information from the WCISOA Assignor.</description>

<description>Referee Uniforms - NISOA has 4 approved referee uniform shirts - NISOA blue, NISOA gold, NISOA orange, and NISOA black.  Whether the NISOA black, NISOA gold, NISOA blue,or NISOA orange, is to be used, all officials must dress alike. &lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;The Chapter uses the socks with white strips as the standard sock to be worn.  IF, all three officials have matching socks with colored stripes, they may choose to wear them.&lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;The USSF style uniforms are not appropriate for any games, including Junior College and Division 3.</description>

<description>Ejection Reports - If a player or coach is ejected from a game, this report must be completed within 24 hours of the incident. Keep a copy for your records in the event that there are follow up questions. &lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;These forms are to be completed on the website.&lt;/p&gt;&lt;p&gt;There is a different form for 2 year schools and 4  year schools.  The web site will generate the appropriate form after you supply the data. You can print the completed form for your files. <description>Pre-game Coordination Between Officials &lt;/p&gt;&lt;p&gt;Summary of Confirmation Process&lt;/p&gt;&lt;p&gt;72 hours before match&lt;/p&gt;&lt;p&gt;All officials check web site to verify game time and location&lt;/p&gt;&lt;p&gt;Referee contacts each AR.&lt;/p&gt;&lt;p&gt;Referee must get a reply from each AR.&lt;/p&gt;&lt;p&gt;48 hours before match&lt;/p&gt;&lt;p&gt;If an AR has not been contacted by Referee, then the AR must contact the Referee.&lt;/p&gt;&lt;p&gt;AR should also contact other AR.&lt;/p&gt;&lt;p&gt;24 hours before match&lt;/p&gt;&lt;p&gt;Referee contacts Assignor if he has not made contact with or received confirmation from AR.&lt;/p&gt;&lt;p&gt;AR contacts Assignor if he has not had contact with Referee.&lt;/p&gt;&lt;p&gt;All officials should continue to work to get a full crew to the game site.&lt;/p&gt;&lt;p&gt;Failure of a referee team to follow this process with the subsequent lack of the assigned official at the match will result in a fine. The officials at the match are fine 1/2 of their game fee.  The missing official is fined a full game fee.</description>

<description>WCISOA does not charge members for routine assessments. This is done since WCISOA wants the assessments to evaluate the performance of WCISOA officials. &lt;/p&gt;&lt;p&gt;&lt;br /&gt;

NISOA has a requirement for NISOA National Referees and NISOA National Referees Candidates that they have 4 assessments in qualified games over a two year period.  By action of the WCISOA Board of Directors, WCISOA will pay for up to 2 assessments in any calendar year for any NISOA National Referee or NISOA National Referee Candidate.  Those individuals will pay for any assessments beyond the two in any one calendar year.</description>

The FDA, NCAA, the Olympic Committee have designated performance enhancing drug use as a dangerous health hazard.&lt;/p&gt;&lt;p&gt;Therefore, Be It Resolved That:...the NISOA joins with the NCAA and other organizations in a concentrated effort to educate NISOA members in the misuse of performance enhancing drugs, non-prescription drug abuse, and alcohol abuse, especially before and/or after a game.</description>

<item><title>Ranking Committee 2005</title>

<description>The WCISOA Ranking Committee is headed by the College Commissioner, plus Dir Referee Development, Dir Assessment, senior Assessors and others as invited by the College Commissioner.&lt;/p&gt;&lt;p&gt;2005 Members of the Committee were:  Bill Sawyer, Lynn Williams, Tom Starr, Jon Dwyer, and Bob Fleck. The Committee met in Davis on July 10, 2005.&lt;/p&gt;&lt;p&gt;Rankings were based on the following information:  (1) assessments,  (2) fitness,  (3)  health (injury), and current information or knowledge of the officials obtained by the Committee.  Evaluations of the referees by coaches were reviewed, but low evaluations were only considered if  (1) from more than one school, (2) if even-handed and not angry or abusive, and (3) if concrete facts were presented, not just a grade.  Assessments used were those filed on the WCISOA website.  Referees can check their online assessments for their feedback.&lt;/p&gt;&lt;p&gt;Many or even most of the rankings that were decreased were due to assessments indicating inadequate performance and those officials lacked current information to offset those results.  Decreased fitness was also a factor in many cases.  The Committee instituted a priority system for assessment, based on the need for additional information in many of these cases.  Lynn Williams, the new Director of Assessment, has requested more information on the assessment needs of our officials and this was a primary reason for the new system.  This makes it even more important for officials with no assessment results or low assessment scores to contact Lynn to request an assessment and make themselves available to travel to a match that can be assessed.  Assessors are being asked to cover as many assessments as possible early in the season or even prior to the season to permit upgrading or restoring of ranks in mid-season.  Another Ranking Committee meeting is planned for late September for this purpose.&lt;/p&gt;&lt;p&gt;&lt;br /&gt;
As always, the Ranking Committee has made notes on rankings and can provide in-person reviews of these decisions if requested in writing.  An email is the easiest route to inquire about your rank and qualifies as in writing.  Should any official like to take advantage of this, he/she should also be ready to provide information not available to the Committee to aid in any reappraisal.  All requests should be sent to at least two members of the Committee to avoid delays due to travel etc.  Questions about the process can be asked of any member of the Committee and may be made in any form.  Email and contact numbers for the members listed above are available on the WCISOA website under Board of Directors.&lt;br /&gt;</description>

<description>The following are a series of questions and answers about WCISOA RANKING:&lt;/p&gt;&lt;p&gt;  1) I'm confused, what do the WCISOA rankings mean?&lt;/p&gt;&lt;p&gt; Simply, the rankings provide guidance to both the Assignor and Assessors of the level of play for which you should be considered.&lt;/p&gt;&lt;p&gt; 2) How do I find out my current ranking?&lt;/p&gt;&lt;p&gt; Log on to the www.wcisoa.org website, click on the 'Services' tab on the left side, and then click on 'Profile' to bring up your personal profile.  Your current WCISOA rankings are shown on the last line under 'WCISOA Characteristics'.  By the way, you can't change your own rankings, even though this is the screen you use to update your contact information.&quot;&lt;/p&gt;&lt;p&gt; 3) Who is on the Ranking Committee?&lt;/p&gt;&lt;p&gt; The ranking committee consists of 3 core members; they are the   Director of Referee Assessment, Director of Referee Development and the College Commissioner.  Additional invitees include senior assessors or others who may have valuable observations to share. The Member-at-Large is also invited.&lt;/p&gt;&lt;p&gt;A minimum of three invitees constitute a quorum.  Most meetings have between 4 and 6 attendees.&lt;/p&gt;&lt;p&gt; 4) OK, so what do the numbers mean?&lt;/p&gt;&lt;p&gt; The ranking numbers range from 4 to 1.  The higher the number, the higher the level of play to which you may be considered for assignment. The Referee Ranking indicates your level as a center, while the number to the AR ranking indicates your level as an AR.  The numbers are used as a guide for the assignor.  However, assignments are generally a function of both ranking and individual availability.&lt;/p&gt;&lt;p&gt; 5) But, my Referee number and my AR number are different?&lt;/p&gt;&lt;p&gt; Officiating as a referee or as an assistant referee requires different skills, and in most cases individuals may be qualified for a different level of play as a referee than as an assistant.&lt;/p&gt;&lt;p&gt;]5) How do the letters B or A figure into the ranking?&lt;/p&gt;&lt;p&gt; The letter  B  indicates that the assignor's primary focus will be on placing your center assignments at less competitive level matches than at the A level.&lt;/p&gt;&lt;p&gt;6) OK, my referee number is 3, what can I expect for assignments?&lt;/p&gt;&lt;p&gt;] As stated earlier, assignments are a function of both ranking and individual availability.  Given a day on which all members are available, you would likely be assigned to a Community College match.  Given a day of heavy assignments and lower availability, you could receive a higher level assignment.&lt;/p&gt;&lt;p&gt; 7) This is confusing!  Please tie this to the USSF Grade that I have attained.&lt;/p&gt;&lt;p&gt; There isn't a direct correlation.  College soccer is both similar and dissimilar to USSF Amateur play.  Generally speaking, competitively matched Community College teams are the most challenging of all WCISOA matches, from a game management perspective.  On the other hand, less competitive matches may be as challenging as an older level youth match.  &lt;/p&gt;&lt;p&gt; 8) What differs as matches move to upper levels is usually not game management but recognition of tactics, professional fouls and the need for the official to be able to keep up with very fast and agile athletes plus an ability deal with bench management tactics!  &lt;/p&gt;&lt;p&gt; New WCISOA members with advanced USSF grades do not bring their USSF grades with them, but their skills may enable them to advance quickly up the WCISOA ladder.&lt;/p&gt;&lt;p&gt; Think of Division 1 college play as equal to D3 USSF professional play.  Very few officials earn the opportunity to center a match at this level.  If you are a USSF State Referee, your center assignments may well be at the Community College level based on your demonstrated ability to manage athletes who are doing their best to earn a position on the team at all costs to the opponents.  However, your AR assignments could very well be in D1 matches, again based on your demonstrated ability as an AR.&lt;/p&gt;&lt;p&gt;9) But, I am capable of centering at levels higher than Community College!&lt;/p&gt;&lt;p&gt; Please review the previous questions.  It is important that you understand that your skills are needed at the level at which aspiring athletes are seeking starting positions and potential scholarships.  They are capable of performing self-serving actions.  If the assignor did not believe you capable of handling this in the center, you would not be there.  Note: our FIFA and NISOA National referees are given assignments at this level.  Very rarely do they refuse one as they realize the importance of giving these developing players the highest level of officiating available on a given day.  &lt;/p&gt;&lt;p&gt; This is the level of play for which player management, foul and misconduct recognition are paramount!  You are there because the assignor has faith in your ability to manage these situations.&lt;/p&gt;&lt;p&gt;10) So why am I there as an AR?&lt;/p&gt;&lt;p&gt; You are there because you are a proven, capable assistant!  &lt;/p&gt;&lt;p&gt; 11) How do I upgrade?&lt;/p&gt;&lt;p&gt; Achieving a higher rank as a college official is not the same as upgrading in the USSF process.  With the exception of National candidates, there is not a formal upgrade process.  Advancing in rank is based solely on proven performance.  You can request an assessment through the Director of Assessment.  Each assessment will be viewed by the ranking committee along with other inputs that they may receive.&lt;/p&gt;&lt;p&gt; Note, for information on becoming a candidate for NISOA National Referee, refer to the NISOA website and the NISOA newsletter.&lt;/p&gt;&lt;p&gt; 12) What are other inputs?&lt;/p&gt;&lt;p&gt; There are several areas of other inputs.  Committee members may offer personal observations, feedback from coaches may trigger a formal assessment, you may have requested that a dual qualified (USSF/NISOA) assessor provide observational feedback from a USSF match, or a dual qualified assessor has shared his observations of your performance in a USSF match.  &lt;/p&gt;&lt;p&gt; It is important to remember, dual qualified assessors, can not share USSF Assessment Reports or Referee feedback to the WCISOA ranking committee as these documents are USSF Confidential.  However, for the benefit of referee development, dual qualified assessors often provide verbal and written observations on an individual's strengths and areas for development.&lt;/p&gt;&lt;p&gt; 12) I am have a rank of 3 and am assigned only Community College matches.  I understand that many assessors can not work the afternoon matches that the Community College play.  How do I get an assessment for possible advancement?&lt;/p&gt;&lt;p&gt; Your desire to work some higher level matches is understandable.  Also understood is the impact on state budgets and the elimination of Saturday matches for many colleges.  This impact reduces the effectiveness of the WCISOA assessment program.  The good news follows!&lt;/p&gt;&lt;p&gt; WCISOA has an agreement with the local USSF chapter that the observation of assessors who are dual qualified (USSF and NISOA) can be used for WCISOA ranking purposes.  The agreement also empowers the WCISOA Director of Assessment to work with you and a dual qualified assessor to use a USSF match for consideration.  To pursue this avenue, contact the Director of Assessment.&lt;/p&gt;&lt;p&gt;13) I can get an assessment in a USSF match for either maintaining or upgrading my USSF grade and for consideration in WCISOA ranking!&lt;/p&gt;&lt;p&gt; This depends on the assessment assignment.  If the USSF assignment is done by a dual qualified assessor, the assessor can advise the WCISOA ranking committee of match observation.  If you have requested a WCISOA assessment, the match report can not be used for USSF purposes.&lt;/p&gt;&lt;p&gt; Although soccer is an international sport, it does not transcend the boundaries of the various U.S. governing bodies.</description>

As such, you are NOT eligible to collect Unemployment Insurance nor Worker's Compensation Insurance from the state, due to any injury during a WCISOA/Fermar assignment.  As an Independent Contractor, you are responsible for reporting your earnings to the State and Federal government.  Should you earn $600.00, we will provide you with a 1099 MISC form stating how much you earned.  A copy of this will be sent to the state and federal government at tax time; however, if you earn less than $600.00 we will not report the amount.  If you are audited and the state or federal agencies ask for the information, it will be provided to them.  We are required by law to do this.</description>

<description>Referee's Match Reports - It is the responsibility of EACH member of team of referees to confirm each match ASAP after the game. Failure of an official to file their own Match Report means the official will not be paid for that match. This can be done through the Match Report on the website. Use your match number to locate the game and then confirm which officials participated.  For any unusual circumstances, use the Comments box and add your initials, do not remove information already there. Simply add your comments and initials. &lt;/p&gt;&lt;p&gt;&lt;/p&gt;&lt;p&gt;No Match Report = No Referee Pay.&lt;/p&gt;&lt;p&gt;Note: If the game has never been accepted no Match Repot can be filed. &lt;/p&gt;&lt;p&gt;</description>
