	Rules for Junior Colleges Rules enacted for Community Colleges in 2004… A. All Contests shall be played under current FIFA laws with the following modifications: 1. Unlimited substitutions are permitted. Substitutions may be made on kickoffs, goal kicks, your own throw-ins, your own corner kicks, or any time the other team substitutes. Note that substitutions on Cautions and injuries are not addressed. Use Common Sense. Many coaches are unaware of the change made that year. Don't make it an arguing point.
	NISOA Second Caution Mechanic REVISED See NISOA letter at Referee:Forms. It is to be applied, beginning the 2008 season, to all NCAA/NAIA matches.
